Bumps [chrono](https://github.com/chronotope/chrono) from 0.4.35 to 0.4.37. <details> <summary>Release notes</summary> <p><em>Sourced from <a href="https://github.com/chronotope/chrono/releases">chrono's releases</a>.</em></p> <blockquote> <h2>v0.4.37</h2> <p>Version 0.4.36 introduced an unexpected breaking change and was yanked.
