trace: Introduce minimal tracing for iorapd 
Android service iorapd uses mm tracing to check what files are being loaded
by an app during launch. It then compiles the traces to perform madvise
syscalls to speedup app launch. This, however, enforces tracepoints to be
enabled for whole kernel which effects with much larger image size and some
performance penalties.

It turns out that tracing can be disabled by passing NOTRACE flag.
To make use of this flag pass it globally and undef where needed to make tracing
work, also, keep mm tracing in place for iorapd.

Revert "kbuild: disable clang's default use of -fmerge-all-constants" 
This reverts commit 3e1130970ec38bae0d4dd2a38678e563f092f7b3.

-fno-merge-all-constants has been the default since clang-6; the minimum
supported version of clang in the kernel is clang-10 (10.0.1).

Makefile: Remove obsolete -fno-builtin flag 
CAF cherry-picked an obsolete LLVMLinux patch from 2014 in commit
96d47aed062d6b0940aa575d6b5b6cd8ccfdbef9 that introduced this
unnecessary flag. Now that the functions used by Clang's libcall
optimizations have been implemented, we can allow Clang to perform said
optimizations for a minor performance bump in certain code paths.

Makefile: Optimize for sdmmagpie's Kryo 470 CPU setup 
The big (Gold) cores are derived from ARM's Cortex-A76 reference
design, while the little (Silver) cores are derived from Cortex-A55.

Clang doen't support optimizing for two clusters at once, so help the
weaker little cluster out a bit by optimizing exclusive for it instead
since it needs all the speed it can get.

Test: GCC 9.1.0 and Clang 10.0.0svn both compile working kernels

Makefile: Use -O3 optimization for CONFIG_CC_OPTIMIZE_FOR_PERFORMANCE 
-O3 is much more stable with modern compilers these days than it was a
decade ago. Using -O3 on the kernel results in significantly improved
hackbench performance, which is a sign that overall performance in the
kernel is improved. It works especially well in conjunction with LTO.

kbuild: support LLVM=1 to switch the default tools to Clang/LLVM 
commit a0d1c951ef08ed24f35129267e3595d86f57f5d3 upstream.

As Documentation/kbuild/llvm.rst implies, building the kernel with a
full set of LLVM tools gets very verbose and unwieldy.

Provide a single switch LLVM=1 to use Clang and LLVM tools instead
of GCC and Binutils. You can pass it from the command line or as an
environment variable.

Please note LLVM=1 does not turn on the integrated assembler. You need
to pass LLVM_IAS=1 to use it. When the upstream kernel is ready for the
integrated assembler, I think we can make it default.

We discussed what we need, and we agreed to go with a simple boolean
flag that switches both target and host tools:

Some items discussed, but not adopted:

- LLVM_DIR

  When multiple versions of LLVM are installed, I just thought supporting
  LLVM_DIR=/path/to/my/llvm/bin/ might be useful.

  CC      = $(LLVM_DIR)clang
  LD      = $(LLVM_DIR)ld.lld
    ...

  However, we can handle this by modifying PATH. So, we decided to not do
  this.

- LLVM_SUFFIX

  Some distributions (e.g. Debian) package specific versions of LLVM with
  naming conventions that use the version as a suffix.

  CC      = clang$(LLVM_SUFFIX)
  LD      = ld.lld(LLVM_SUFFIX)
    ...

  will allow a user to pass LLVM_SUFFIX=-11 to use clang-11 etc.,
  but the suffixed versions in /usr/bin/ are symlinks to binaries in
  /usr/lib/llvm-#/bin/, so this can also be handled by PATH.

kbuild: replace AS=clang with LLVM_IAS=1 
commit 7e20e47c70f810d678d02941fa3c671209c4ca97 upstream.

The 'AS' variable is unused for building the kernel. Only the remaining
usage is to turn on the integrated assembler. A boolean flag is a better
fit for this purpose.

AS=clang was added for experts. So, I replaced it with LLVM_IAS=1,
breaking the backward compatibility.

Revert "scripts: gcc-wrapper: Use wrapper to check compiler warnings" 
gcc-wrapper simulates building with -Werror, but with a few hardcoded
file:line combinations that don't get promoted to errors.

We're already building with -Werror anyway without issue, so this script
is redundant and just adds a dependency on Python 2.
