selinux/hooks: Remove __rticdata section attribute 
__rticdata was a relocation to seperate 4k pages to enable EL2 Hypervisor.
Since we are not running an emulator, we dont need this section attr.
Adapt to commit 1cb0c89eb434656cd6652fa32d4cdbf4b8bed95d
