Just increasing the victim's priority to the maximum niceness isn't enough to make it totally preempt everything in SCHED_FAIR, which is important to make sure victims die quickly. Resource-wise, this isn't very burdensome since the RT priority is just set to zero, and because dying victims don't have much to do: they only need to finish whatever they're doing quickly. SCHED_RR is used over SCHED_FIFO so that CPU time between the victims is divided evenly to help them all finish at around the same time, as fast as possible.
